The Automotive Body Parts Association (ABPA) has submitted comments to the Office of the United States Trade Representative (USTR) regarding its proposed Section 301 actions related to certain economies’ forced labor import prohibition policies.
In its submission, the ABPA expressed support for efforts to combat forced labor and promote fair trade while encouraging USTR to consider the potential downstream impacts that additional tariffs could have on the automotive collision repair industry and, ultimately, U.S. consumers.
The ABPA’s comments focused on several categories of aftermarket collision repair parts commonly imported from Taiwan, including automotive lighting, mirrors, bumpers, and replacement body parts. The Association explained that these products are essential to maintaining competition in the collision repair marketplace and providing consumers with affordable alternatives for repairing their vehicles.
The comments also highlighted several important considerations for USTR, including:
- The limited domestic manufacturing capacity for many aftermarket collision repair parts.
- The potential for additional tariffs to increase vehicle repair costs and insurance claim severity.
- The importance of preserving competitive choices for consumers and repair facilities.
- Support for USTR’s proposed exclusion of products already subject to Section 232 tariffs to avoid cumulative tariff treatment.
- Support for USTR’s recognition that economies which have undertaken commitments regarding forced labor import prohibitions should receive differentiated treatment where appropriate.
The ABPA also encouraged USTR to consider the broader downstream impacts that increased repair costs can have on vehicle affordability and total-loss trends.
The Association appreciates the engagement of its member companies throughout the comment process and will continue monitoring this proceeding as it advances. The ABPA intends to remain actively engaged as this proceeding moves forward and will keep members informed of any significant developments.
